Drug treatment in Indiana

Under the Indiana state policy on substance abuse, the Governor’s Commission for a Drug-Free Indiana (GCDFI) was created on the 9th of May 1989 within the Indiana Criminal Justice Institute. The Indiana General Assembly formed the commission through legislation and the commission’s primary charge was to lead Indiana’s crusade against alcohol and other drug abuse. The DMHA or Division of Mental Health and Addiction under the Family and Social Services Administration was made the Single State Agency responsible for coordinating substance abuse prevention and treatment services throughout the state of Indiana.

Local Coordinating Councils or LCCs for each county in the state are formed under the commission as a local planning and coordinating body to address drug and alcohol problems in the county. They are responsible for substance abuse treatment, prevention and law enforcement related services. Each council has volunteers from various institutions/organizations including social services, education, treatment and the local police. Each LLC draws up a Comprehensive Community Plan (CCP) which contains an assessment of local drug and alcohol abuse problems existing in the county along with problem identification and supportive data. The plan also contains a list of proposed objectives to effectively tackle problem areas reflected in the plan as also an evaluation component for measuring the success rate of the strategies to be implemented under the plan. The plan has to be submitted to the commission for approval. Post approval, the County Commissioner is served with a copy for use in allocating local funds towards anti drug abuse programs. Treatment services by the state for alcohol and substance abuse are provided locally by community mental health centers.

It is targeted at a clear and definite purpose that is to bring out something that is of constructive usefulness and positive value for the patient, while freeing him from the damaging vice of drugs. An addict feels trapped in a vicious grip of drugs and wants to get out. He finds himself unable to do this alone and looks for someone to confide in; someone who can help. He is in a constant state of worry and is always without answers to most of his problems. Sleep problems and eating habits are affected, relationships, jobs and everything connected to daily life suffers, turning life into a total mess.

Treatment for drug abuse is available in Indiana in various treatment and rehabilitation centers all over the state. Some of the cities in which these facilities are available are Warsaw, Bedford, Bloomington, Martinsville, Mooresville, Spencer, Anderson, Columbus, Evansville, Richmond, South Bend, Carmel, Madison, Kouts, Plymouth, Goshen, Forte Wayne, Indianapolis, Jasper, Greenwood, West Lafayette and Southfield. There are many other places in Indiana where treatment for drug abuse is available. The facilities providing mental health and drug abuse services consist of mental health centers, psychiatric hospitals, counseling centers, behavioral centers and medical centers that are either privately maintained or maintained by the government or non-profit mental/behavioral heath care organizations.
